(skip this part if you want) I have an original retail version of Dragon Age Origins from years ago, and I have had some DLC unlocked prior to even getting involved with Origin (the program).
Once you log into Origin click on My Game Library and click on the + "add a game" button on the right hand side of the game list. Select the option "register a non-Origin game". You will be asked to find the file of your game (in the Program Files x86 folder, search for the DAOriginsLauncher.exe.
Then, when it is saved, go into your Local Disk > Program Files > Dragon Age > bin_ship > then launch your daupdater application, select those .dazip files I had you save, then click install and let it install. As long as you're logged into the game with the same account you used to buy the DLC, then they should work. Note: Most of the DLCs are in dazip format. To install these, you need to use DAUpdater.exe, which you can find in the folder where the game is installed.

I just also realized, you can get "Dragon age Origins: Promotion pack" on orgin, but that is not available on the steam version because the bioware site is gone. So maybe what the game is telling you is wrong, and that they've changed it so that the downed website isn't necessary, but you still cannot get the extra goodies on the steam version now.
